Who We Are

The Florida Association of Property Appraisers (FAPA) is a statewide professional organization comprised of locally elected, constitutionally authorized property appraisers. FAPA member counties represent over 80% of the total taxable real estate value and population in the state of Florida. The duties of the property appraiser in administering local ad valorem tax valuations are defined in Florida Statutes. FAPA, in their professional meetings and seminars, provides continuing education and legislative updates to its members on a regular basis in an effort to maintain the highest professional standards in the real estate assessment industry.

FAPA's high professional standards and strong professional working relationships with other constitionally elected officers associations, the Florida Department of Revenue, the Florida Association of Counties, and the Florida League of Cities make FAPA the leading property appraiser association in Florida.

About this Site

The information contained in this site is intended to serve the needs of current and prospective members of the Florida Association of Property Appraisers. This site serves as a forum to inform property appraisers on important current property tax issues, plan for future meetings with FAPA members and other property tax professionals, and promote the use of this organization as a tool to make property tax a high priority consideration in related legislation.

Akin Akinyemi, PhD, RA, CFA, CMS

LEON COUNTY, Florida

Akin Akinyemi was elected as the Leon County Property Appraiser in 2016 and re-elected in 2020. In this role, he oversees the office’s state-mandated responsibilities, annually certifying property values and exemptions for over 110,000 parcels totaling $32 billion in just value and $18.6 billion in taxable value. 

 Akin holds a doctoral degree in Urban and Regional Studies and a Master of Architecture. In addition, he is a Certified Florida Appraiser and Cadastral Map Specialist. His strategic priorities for his office include exceptional public service, a culture of excellence, commitment to innovation, and organizational effectiveness.

 Akin was born in Lagos, Nigeria. He came to the United States to study architecture and urban planning, ran a successful regional architecture firm for more than 20 years, and has lived in Tallahassee for more than 30 years. He is married to Eva and is the proud father of three children and four grandchildren.   

Akin also served as a Leon County Commissioner from 2008 through 2012, where he was named chair of the Value Adjustment Board. He is a strong advocate for our community and the environment.  This commitment has led him to volunteer and serve on boards of many non-profit organizations, local schools, and in the business community, including serving as president of Brehon Family Services and on the boards of Goodwill Industries and the Dick Howser Center. In addition, he has been inducted into the NAACP Civil Rights Hall of Fame and is a Cherry Hall Alexander African American History Calendar Honoree.Contact Information

President ELECT

Cregg Dalton, CFA, MBA

citrus county, Florida

Cregg Dalton has been committed to serving Citrus County for over a decade. He was elected as the 14thCitrus County Property Appraiser in November of 2020. In an effort to fulfill his promises to Citrus County, he spends his days educating the public on every possible exemption allowed by law, providing fairness and consistency to all residential and commercial property owners, always being accessible to the taxpayers, continuously building and maintaining property appraisal partnerships across the county, the state, and the country, and exhibiting hands-on leadership to his employees. 

In 2021, Mr. Dalton obtained one of the highest designations in Florida through the Florida Department of Revenue - the Certified Florida Appraiser designation. His prior education includes a bachelor’s degree and master’s degree from St. Leo University, and the Administrative Leadership Course and the Executive Leadership Graduate Program at the University of Louisville.

The members of the Florida Association of Property Appraisers (FAPA) voted Mr. Dalton into the position of secretary, then elected him as the legislative chairman and vice president – positions he still currently holds today. Mr. Dalton is also a member of the Florida Chapter of International Association of Assessing Officers, the International Association of Assessing Officers, and the Property Appraisers Association of Florida.

As a proud United States Navy veteran, Mr. Dalton volunteers his time to support our brave and honorable military veterans. He is an advocate for improving the lives of students, citizens, businesses, and communities. He has been a volunteer, an activist, and a board member to many Citrus County organizations, both past and present:

Mr. Dalton resides in Inverness with his wife, Nancy. Their son, Austin, is an Army veteran and is currently a commercial diver in Pensacola, Florida. Their daughter, Savannah, is a student at Florida State University in Tallahassee with the aspirations of becoming a physician’s assistant.

Treasurer

Carey Baker, CFA

Lake county, Florida

Carey Baker is a Lake County native having been born in Eustis, Florida. He is a graduate of Tavares High School and attended Lake-Sumter State College.

At the age of 18, Carey joined the family business; The A.W. Peterson Gun Shop. The A.W. Peterson Gun Shop in Mount Dora is the oldest gun shop in the United States having been established in 1886. Carey’s father, Leighton Baker, moved the gun shop from Denver, Colorado to Mount Dora in 1953.

Carey joined the Army National Guard while still in high school. He retired from the guard in 2013 having served over 31 years and having attained the rank of First Sergeant. In 2003, while a Member of the Florida House of Representatives, Baker was deployed to combat Infantry missions in Iraq as part of Operation Iraqi Freedom. He was the first state or federal elected official to serve in Operation Iraqi Freedom while holding office. He is a graduate of numerous military courses/schools including the U.S. Army Jungle Operation School and the U.S. Army Pathfinder School.

Carey successfully ran for the Florida House of Representatives in 2000 and was reelected to the House in 2002. In 2004, he won a special election for the 20th district seat in the Florida Senate and was subsequently reelected. While serving in the Florida Senate he served as Chairman of both the Senate Transportation Committee and the Senate General Government Appropriation Committee. During his legislative tenure, Carey worked with elected Property Appraiser’s across the state on several property appraiser measures and was instrumental in their passage.

In 2012, Carey was elected to the position of Property Appraiser for Lake County, Florida. Since being elected, he has strived to increase services his office provides to the property owners of Lake County and to all the consumers of property data from his agency’s website. In 2015, his agency was selected from assessment agencies worldwide and awarded the prestigious Public Information Program Award from the International Association of Assessing Officers. The award was presented to Baker’s office for their extremely successful and easy-to-use Homestead eFile program and for their success in presenting complicated exemption information in a clear, transparent, and easily understood manner to the user. Since receiving this recognition, Carey’s office has assisted several other Florida counties in the development of their own homestead eFile program. Carey is also extremely active with the Florida Association of Property Appraisers (FAPA); serving in several leadership roles.

Carey resides with his wife Lori and their three children in Eustis, Florida.

Marty Kiar

Broward, Florida

Marty, a lifelong Broward County resident, was born at Plantation General Hospital in 1977. Marty grew up in Broward County and graduated from Western High School, which is located in the Town of Davie. Marty earned his Bachelor of Arts degree from Palm Beach Atlantic University where he was a member of the baseball team. Marty then pursued a law degree from Nova Southeastern University where he was a member of the NSU Law Review. Marty graduated Magna Cum Laude and earned his Juris Doctorate in 2002.

After graduating from law school, Marty was appointed to and served his community on the Town of Davie School Advisory Board, the Town of Davie Airport Advisory Board and the Broward County Housing and Finance Authority. Marty also worked as the Assistant Town Attorney and Assistant Municipal Prosecutor for the Town of Davie.

In 2006, Marty was elected to serve in the Florida House of Representatives. He was re-elected to the Florida House of Representatives in 2008 and in 2010. In 2012, Marty was elected to the Broward County Commission representing District 1 where he served two years as a Commissioner, one year as Vice Mayor and one year as Mayor. Marty was elected as the Broward County Property Appraiser and took office on January 3, 2016.   

In 2005, Marty married his wife Kelly. Kelly is a University of Florida graduate and is currently a primary school teacher.  Together, Marty and Kelly have two daughters, Brianne and Camryn, a dog named Cooper and a cat named Rocky.

Ayesha Solomon

Ayesha Solomon was elected to the office of Alachua County Property Appraiser in 2021 after a diversified 19-year career in the office.

Raised in East Gainesville

Ms. Solomon grew up in East Gainesville.  She recognizes the disparities in her community and knows how strong the community is in that area.  As an elected official, she will to work to make sure that everyone has access to basic services, like the Property Appraiser’s office.

Worked Her Way Up

Ms. Solomon started working in the Property Appraiser’s office nineteen years ago in the Customer Service and Exemptions Department. She worked her way up through multiple departments, earning promotions and learning the inner workings of each department.  She holds a current Florida Real Estate License.  She has a bachelor’s degree in Computer Information Systems and a master’s degree in Business Administration specializing in Project Management.  Ms. Solomon has established a solid reputation as a leader and manager.  She is highly skilled in analyzing problems, establishing and fostering functional organizational units and developing, and implementing solutions for increased business effectiveness.

Her 19 years of experience, combined with a great passion to serve her community, qualifies her as an outstanding leader as the Alachua County Property Appraiser.  Solomon’s key initiatives for the Property Appraiser's office are focused on producing a fair and equitable tax roll by maintaining transparency, embracing new and innovative technology, enhancing community outreach and increasing exceptional customer service for all taxpayers in Alachua County.

Dorothy Jacks, CFA, AAS

Palm beach county, Florida

 Dorothy Jacks was elected as Palm Beach County’s Property Appraiser in 2016 after a distinguished 28-year career in the office. As a Certified Florida Appraiser and Assessment Administration Specialist, she has the highest professional designation in Florida and one of the highest international designations for someone who holds the office of Property Appraiser. 

In the Property Appraiser’s Office, Ms. Jacks has held positions at every level. Prior to her election, she was the Chief Deputy Property Appraiser, where she focused her efforts on hiring professional and technical staff with the highest industry credentials, implementing budget reductions and overseeing effective management information systems. Among her most notable accomplishments is the creation of the award-winning Property Appraiser's Public Access (PAPA) website, the go-to tool for business, industry and government to access property data. It’s free and it’s available 24/7, as is PAPA Mobile, the browser-based tool for mobile devices.  

Her expertise in property appraisal, assessment administration, tax law and government jurisdiction operations has earned Jacks regional, national and worldwide recognition as a leader in her field. She served as president of the International Association of Assessing Officers (IAAO), an 8,000-member worldwide organization of professional assessing and appraising officials in 2018. 

Ms. Jacks’ key initiatives for the Property Appraiser's Office are focused on producing a fair and equitable tax roll, broadening the efficiency of the office, embracing new and innovative technology, enhancing community outreach and increasing exceptional customer service for all taxpayers in Palm Beach County.

Ed Brimner

wakulla County, Florida

Ed Brimner is a Wakulla County native. He was elected as the Wakulla County Property Appraiser and took office in January 2021. Prior to running for this office, Ed owned his own appraisal firm in Wakulla County.

BACKGROUND

Ed was honored with the “Florida Association of Counties Presidential Advocacy Award” in 2006 and again in 2008.  He was also honored by the Small Counties Coalition in 2007 for “Outstanding Legislative Service” for working with legislators to write equitable property tax reform throughout Florida.

Ed is proud of his service in the Air Force. Ed enlisted in the Air Force while still in high school. He served in Texas, Michigan, and Japan and then left the active service to attend college. Following college, served as an Air Force Officer through his retirement as a Major in 2000.  His duty positions included:

Wesley S. Davis

indian river county, Florida

Wesley Davis is a lifelong Indian River County resident and fourth generation farmer.  He resides in Vero Beach with his wife Tonya, son Wesley, Jr., daughter Taylor and grandson Trent. 

Wesley attended the University of Florida where he was a student senator and a member of the Alpha Gamma Rho fraternity.  

Wesley was appointed as Indian River County Property Appraiser in January, 2019 and elected unopposed in November, 2020.  He is a member of the  Florida Association of Property Appraisers, International Association of Assessing Officers, Florida Chapter of International Association of Assessing Officers, Realtors Association of Indian River County, and the Property Appraisers Association of Florida.

Wesley served on the Indian River County School Board from 1994-2000; was elected Chairman for 3 years. 

Wesley was elected as County Commissioner for District 1 of Indian River Count, holding that seat for 12 years; serving as Chairman for 2 years.

Reginald Cunningham

Gadsen county, Florida

Reginald Cunningham is currently the Gadsden County Property Appraiser where he is charged with placing a fair and equitable market value on every parcel of property both real estate and tangible in our county.  Many people believe the Property Appraiser determines the amount of taxes a property owner will pay but this is not the case. The job of property appraiser is to value property for tax purposes; the taxing authorities (Board of County Commissioners, School Board, City Council) set the tax rate for all property and therefore the amount of taxes to be assessed. 

Previously, Mr. Cunningham was the Behavior Specialist, Athletic Director & Basketball Coach at East Gadsden High;

For several years, Mr. Cunningham was the coordinator of Juvenile Services with the Gadsden County Sheriff’s Office, which he was responsible for creating and administering youth defender diversion program options;

Mr. Cunningham was also the Director of Parks & Recreation for the City of Quincy;

Mr. Cunningham has always had an entrepreneur spirit, which he has owned a transportation company, restaurant and property management company;

Mr. Cunningham has worked for the Florida Legislature as a Legislative Assistant.

He has also served as Marketing Director for Candy Publishing, LLC.

He was born and raised in Gadsden County, Florida and earned a degree in Business Administration and Marketing from Bethune-Cookman University.

While at Bethune-Cookman University Mr. Cunningham lead the NCAA in scoring during his senior season;

Matt Caldwell

Lee County, Florida

Matt Caldwell is a 7th generation Florida native, whose family came to Micanopy in 1826. Matt was born in Gainesville but grew up in Lee County where he met his wife, Yvonne. They live there today, where Yvonne serves as an educator and they raise their beautiful daughter, Ava.

After attending local schools in Lee County, Matt received his Associates Degree from Edison College and his Bachelor of Arts in History from Florida Gulf Coast University. While in college he began his career as a real estate appraiser, ultimately joining the firm of Maxwell, Hendry, Simmons in 2004, where he remains of counsel. He has attained the highest state certification in his field and is qualified as an expert witness in multiple states and federal court. In 2019, Matt become a partner at TM Strategic Consulting, focused on candidate and political consulting.

Prior to running for public office, Matt volunteered for appointment to various governmental committees regarding financial oversight, audits, Everglades restoration, land use and transportation, as well as the constitutional review of the Lee County Charter in 2008.

Matt was a member of the Florida House of Representatives from 2010-2018, serving on and chairing several committees during his tenure, including tax policy, redistricting, insurance, and banking. He also chaired subcommittees and full committees related to agriculture, natural resources and public lands, transportation and infrastructure, local, federal, and military affairs, & oversight of government operations, such as pensions & elections. He is proud to have sponsored, and have the Governor sign into law, dozens of bills, including those related to agriculture, natural resources, public safety, medical care, criminal justice reform, pensions and term limits, among others.

As an avid sportsman with a deep family background in agriculture, Matt has always been a champion of issues that impact our environment and the agriculture community. He sponsored an expansion of the Everglades Forever Act, which will complete Everglades restoration in the area south of Lake Okeechobee and co-sponsored the Legacy Florida Act, which permanently funded restoration of the greater Everglades. Matt ran unsuccessfully for Florida Commissioner of Agriculture and Consumer Services in 2018, falling short by only 6,753 votes out of 8,059,155 cast, the second closest statewide margin in modern Florida history.

In 2020, Matt was elected to serve as the Lee County Property Appraiser, following the retirement of 40- year incumbent Ken Wilkinson. As the author of numerous Constitutional Amendments, including Save Our Homes, Working Waterfronts, and Portability, Ken set a standard of excellence for public service. Matt is proud to continue Ken’s legacy as an advocate for the taxpayer; using the platform as a Constitutional Officer to support good government at the local, state, and federal level.

Pedro J. Garcia was elected as Miami-Dade County Property Appraiser in 2008. He was the first elected Property Appraiser in Miami-Dade County in more than five decades. He was subsequently re-elected to office in 2014 and was unopposed in the 2016 elections. 

Mr. Garcia has worked in the Florida real estate industry since 1970.  He is a State Certified General Real Estate Appraiser and owned a real estate brokerage firm for over forty years.  Prior to being elected as Property Appraiser, he served as Special Magistrate with the Miami-Dade County Value Adjustment Board (VAB) for ten years.

He is a member of several prestigious professional organizations including the Miami Association of Realtors, the National Association of Property Appraisers, and the Florida Association of Property Appraisers, where he currently serves as President. He has also served as president of both the Hispanic American Certified Appraisers and the National Association of Master Appraisers.

Mr. Garcia is committed to ensuring fairness and equitable assessments for all property owners. As one of his top priorities, he continues to aggressively pursue and investigate Homestead Exemption Fraud. 

Mr. Garcia was born in Havana, Cuba, where he attended the Havana Business University for two years. Mr. Garcia and his family have resided in Miami, Florida since 1962. He is a Veteran of the US Army, and a member of the American Legion Post. In his spare time, Mr. Garcia enjoys golf and fishing.   

He and his wife Amalia have been married since 1959. They have been blessed with four daughters, thirteen grandchildren and three great-grandchildren.
