Homeowners see taxes rise despite falling market values

The idea is that local governments would recapture some of the value — and the tax revenue — deferred over the years under Save Our Homes.
On the books since 1995, the provision went largely unnoticed until property values dropped in recent years as the recession hit. This year, affected homeowners will see their values rise by 2.7 percent because of it.
